Kylin Cards are from Arena 3 mobs. People usually camp them. It's a PvP Area so be careful.
Kylin Card Fragments are obtained from Temple of Lillith. The Terra like mobs drop them north west corner of the map.
You can exchange kylin cards in NPCs near Icicle Fountain.
You can also use kylin cards to unseal your sealed fearless equipments
